The League of Michigan Bicyclists is currently working on three major legislative initiatives to help protect Michigan bicyclists. Vulnerable Roadway User
House Bills 4792 and 5080, legislation to protect bicyclists and other vulnerable roadway users who are injured or killed by motorists, continues to be held up by Republican leadership in the House. The bills passed out of committee unanimously with bipartisan support on October 16th, 2013, but have never been scheduled for a floor vote despite continued pressure on Majority Floor Leader Jim Stamas and House Speaker Jase Bolger.
Speaker Bolger's office is now reporting that "after looking into House Bills 4792 and 5080, we are not sure that there is enough support to put these bills up for a vote at this time." LMB believes there is strong support for these measures on both sides of the aisle, especially considering the bipartisan bill package passed unanimously out of committee. Additionally, over 1,100 supporters have now signed LMB’s petition asking for action on the bills and demonstrating strong public support for this common sense measure.

- Share the petition by social media and email.
- Contact your Representative asking them to urge the Speaker (as a fellow Representative) to schedule a vote on House Bills 4792 and 5080.
Drivers Education Improvements
On June 4th, 2014 HB 5438 unanimously passed the House of Representatives with 89 out of 110 Representatives cosponsoring the measure. Coined “Nathan’s Law” the legislation enhances driver’s education in Michigan to include more “information concerning the laws pertaining to bicycles and motorcycles and…emphasize awareness of their operation on the streets, roads, and highways of this state.”
HB 5438 is scheduled for a vote on Tuesday September 30, 2014 by members of the Senate Transportation Committee.

5 Foot Safe Passing
We are pleased to report that LMB is working with State Representative Peter Pettalia to introduce safe passing legislation that will require drivers to pass bicyclists with a minimum clearance of five feet. The current draft of the legislation reads:
The driver of a vehicle overtaking a bicycle proceeding in the same direction shall pass at a safe distance of at least 5 feet to the left of that bicycle...if it is safe to do so, the driver of a vehicle overtaking a bicycle proceeding in the same direction may overtake and pass the bicycle in a no-passing zone.
